Andrés is Partner of the Public Law Department at Eversheds Sutherland Madrid office.
As a lawyer, he has developed his practice on the field of administrative law, particularly on public procurement (railway and hydraulic infrastructures, highways, health and welfare sector, and international calls for bids), granting of contracts and public-private cooperation (PPP). Andrés also has extensive experience in subsidies law, in procedural matters (contentious administrative proceedings), and administrative proceedings before public authorities, especially in the administrative penal law.
He is also Board Member of the Spanish Association of Foundations and Correspondent Member or the Spanish Royal Academy of Law and Jurisprudence.
Formerly, Andrés has been Member of the Regional Economic Administrative Court of Castilla La Mancha until 1991. Since 1991, he has been Legal Counsel at Spanish Parliament, holding several positions at the Parliamentary Administration, as well as advising Parliamentary Committees in Congress and Senate.
