Texas Senate Bill 6 – Are major regulatory changes coming for large loads and behind-the-meter arrangements in ERCOT?February 14, 2025 On February 12, 2025, the Texas State Senate unveiled Senate Bill 6, titled “Relating to electricity planning and infrastructure costs for large loads” (SB6). This bill addresses large loads interconnecting at transmission voltage in ERCOT and their potential impacts on transmission cost recovery and reliability. The bill would significantly alter the regulatory landscape for co-located behind-the-meter generation projects. Requirements Addressing Transmission Cost Recovery To address concerns around cost responsibility for the grid, SB6 would require the PUCT to create a new transmission charge based on noncoincident peak demand for all behind-the-meter customers.
