Olli is the head of Competition Law and Public Procurement team. He specialises in competition law, public procurements, and in State Aid matters. In addition, he advises clients regularly in merger control processes.
During almost 25 years, Olli has been involved in various major antitrust matters and represented major industry operators in cartel processes in cartel investigations, other antitrust proceedings, State Aid matters and public procurement matters.
Since 2000, Olli has actively advised tenderers in public tender processes regulated by procurement legislation, and in court proceedings related to procurement disputes in the Market Court and Supreme Administrative Court.

- representing Pipelife Finland Oy, a leading Finnish supplier of piping system solutions, in the Market Court process against the Finnish Consumer and Competition Authority
- representing Koiviston Auto Helsinki Oy in State Aid proceedings in the European Court of Justice (matter C-697/22 P)
- representing Koiviston Auto Helsinki Oy in State Aid proceedings in the Supreme Administrative Court
- representing Go On Group Oy in Merger Control proceedings in the Finnish Competition and Consumer Authority in acquisition of one of its competitors Innolink Oy
- representing VRJ Grou Oy in Merger Control proceedings in the Finnish Competition and Consumer Authority in acquisition
- Olli has written a book “Julkinen hankinta hankintayksiköissä” (Public procurement by contracting authorities, Hyvönen, Kess, Piisi, Tuomela, Uotila), Edita Publishing Ltd, 2007.
- In addition, he has written several articles in Finnish publications.
