Chelsea advises state and local tax (SALT) clients in controversy and litigation matters, representing taxpayers in administrative, civil, and appellate courts across the country.
She has significant experience before New York state and local appeals bodies, including the New York City Tax Appeals Tribunal and the New York State Division of Tax Appeals and Tax Appeals Tribunal.
She provides comprehensive SALT policy and planning support, helping clients structure their operations to achieve their business objectives in the most tax efficient way. She counsels on all major tax types, including sales and use, income, gross receipts, and other local taxes.
Chelsea advises clients across a broad range of industries, including highly regulated sectors such as public utilities and transportation, as well as clients in the communications and technology sectors.
Chelsea regularly publishes articles on SALT matters, with articles appearing in several publications including Law360, Tax Notes State, Bloomberg, and the Journal of Multistate Taxation and Incentives. She frequently speaks on SALT matters to leading tax organizations, including the Council On State Taxation, the Tax Executives Institute, New York University’s Institute on State and Local Taxation, and others.
